Terms of Use — “FSZ Diavgeia” Service
NOM-SHOP-11 · Version 1.4 · Last updated: 18 October 2026 · Translation of the Greek original, which prevails
1. Introduction — Company Details
The “FSZ Diavgeia” service (the “Service”) is provided by FINANCIAL SERVICES Ο.Ε. (General Partnership) (the “Company”), 10 I. Plessa St., 29100 Zakynthos, Greece, VAT No. 802029709 (Zakynthos Tax Office), Γ.Ε.ΜΗ. No. 168484324000, email financialserviceszth@gmail.com. Accountant-tax advisor professional licence No. 4681.
These terms govern access to and use of the Service. By creating an account, subscribing to a plan or using the Service, the User declares that they have read and accept them. They supplement the Website Terms of Use, the General Terms of Sale for Digital Products, the Subscription Terms, the End User Licence Agreement, the Withdrawal Policy, the Privacy Policy and the Cookie Policy. In case of conflict, the commercial documents prevail on sale, price and withdrawal matters, while these terms prevail on use of the Service.
2. Definitions
“User”: any natural or legal person who creates an account or uses the Service. “Source”: the public body or database from which the data originates. “Source Data”: data as published by the Source. “Derived Data”: the links, histories, classifications and exports produced by the Service. “Plan”: the User’s subscription tier as in force on the pricing page.
3. Description of the Service
“FSZ Diavgeia” is an online tool for searching, viewing and exporting decisions and acts posted on the “Diavgeia” (Transparency) programme. It includes, indicatively: generation of links and searches by Internet Posting Number (ΑΔΑ), authority, unit, act type and date range (with automatic range splitting), display of results, export, and links to the original Diavgeia documents.
The Service is not Diavgeia and does not replace the official posting. Only the original document as posted on Diavgeia is authoritative.
4. Data Sources and Licences
Data originates from the Diavgeia open API. The Company is not the body maintaining Diavgeia and does not control the content of postings.
The data of the Source is made available as open data of the “Diavgeia” programme under the Creative Commons Attribution licence (CC BY 4.0). The Service credits the origin as follows: “Data from the Diavgeia Programme (diavgeia.gov.gr)”, with a link to the licence (https://creativecommons.org/licenses/by/4.0/deed.en). The licence does not cover third-party material (e.g. material protected by copyright) and does not affect personal data protection law (section 9). The Service is subject to the technical limitations of the Source (for example, the date range of a search for acts is limited by the Source to 180 days).
The Service is not affiliated with, endorsed by or representing the body maintaining the Source. References to the Source are made solely to indicate the origin of the data.
5. Disclaimer: No Professional Advice; Data Accuracy
The Service is an information tool. It does not provide legal, tax, accounting or other professional advice and does not replace review by a qualified professional. The Company’s individualised services are provided only under a separate agreement.
The Company makes reasonable efforts to reproduce Source Data accurately but does not warrant its completeness, accuracy, timeliness or fitness for a particular purpose, as these depend on the Source. In particular:
• Decisions may have been amended, corrected, revoked or replaced after posting; the Service may not reflect the latest status.
• The Service displays data as provided by the source. The Company does not verify the content, accuracy or lawfulness of decisions.
• Any links with other sources (e.g. KIMDIS) are indicative and may be incomplete or incorrect.
6. User Account
Use of the Service requires an account. The User must provide accurate information, keep credentials confidential and notify the Company immediately of unauthorised use. The account is personal and may not be shared or transferred to third parties, unless the Plan provides for multiple user seats.
The Service is mainly intended for professional use. Sales are made to consumers (B2C) only within Greece and to businesses (B2B) established in Greece; no sales are made outside Greece. Rights mandatorily granted to consumers by law are unaffected.
7. Plans and Subscription
The Service is provided free of charge; there is no subscription, plan or fee for using it. The features available follow the highest Plan the User holds in the FSZ KIMDIS or FSZ GEMI applications; without a subscription, the Service works normally at the free level.
The Service is provided “as is”, without commitment to availability, and may be modified or discontinued on reasonable notice. The subscription and withdrawal terms apply only to the paid Plans of the KIMDIS and GEMI applications.
The Company may change Plan limits and features; for material changes affecting active subscriptions, subscribers are notified by email a reasonable time before they take effect.
8. Licence and Acceptable Use
The Company grants the User a non-exclusive, non-transferable, revocable licence to use the Service for their internal professional needs, within the limits of their Plan. The User must not:
• technically circumvent the limits of their plan or of the source, or place excessive load on the Service or the source through automated requests;
• systematically collect personal data contained in decisions (e.g. beneficiary names, amounts paid to natural persons) for purposes unrelated to their declared, lawful purpose of use;
• systematically and massively reproduce, resell, sub-license or distribute the database, the Derived Data or the Service as a competing product;
• reverse engineer, extract source code or gain access by unauthorised means;
• use the Service or Derived Data to train artificial intelligence systems without prior written permission;
• use the Service for an unlawful purpose or in breach of third-party rights.
These restrictions concern the Service and the Company’s Derived Data and do not limit the User’s rights over Source Data as arising from the licence or terms of the Source itself, which the User may exercise directly from the Source.
9. Personal Data
Diavgeia decisions may contain personal data (e.g. names of employees, beneficiaries, signatories). A User who uses or exports such data is themselves responsible for processing it lawfully, for a specified purpose and in accordance with Regulation (EU) 2016/679 (GDPR) and national law.
The Company’s processing of the User’s own personal data (account, usage, payments) is described in the Privacy Policy. For business customers requesting a data processing agreement, the Company’s DPA template is available on request. For public data on natural persons contained in the Source Data and held in the Service’s database, the Company acts as controller and informs data subjects in accordance with the Privacy Policy.
10. Intellectual Property
The Service, software, design, structure and organisation of the database, the links and the Derived Data produced by the Company are the intellectual property of the Company or its licensors and are protected under applicable law. Source Data remains under the regime of its Source. The User retains rights over their own data (e.g. settings, saved filters).
Derived Data exported by the User may be used for their internal and professional needs, crediting the Source where its licence requires.
11. Availability and Third-Party Providers
The Service depends on the Source and on third-party infrastructure and payment providers (indicatively: Netlify, Supabase, Stripe). The Company makes reasonable efforts for smooth operation but does not commit to uninterrupted availability or response times (SLA) unless expressly agreed in writing. The Service may be temporarily interrupted for maintenance or due to unavailability or change of the Source (e.g. API changes, new limits). The Company is not liable for interruptions caused by third parties or force majeure.
12. Limitation of Liability
To the maximum extent permitted by law, the Company is not liable for indirect or consequential damages, lost profits, loss of opportunity or reputation arising from use of or inability to use the Service or from reliance on data originating from the Source. Towards businesses, the Company’s total liability is limited to the subscription fees paid by the User for the Service during the last twelve (12) months.
No provision limits liability for wilful misconduct or gross negligence, nor the rights mandatorily granted to consumers by law.
13. Suspension and Termination
The Company may suspend or terminate the account in case of breach of these terms, abuse or non-payment. The User may cancel their subscription as set out in the Subscription Terms. After termination, the User may export their data for thirty (30) days, after which account data is deleted or anonymised in accordance with the Privacy Policy.
14. Amendment of Terms
The Company may amend these terms. Amendments take effect upon publication; for material changes affecting active subscriptions, subscribers are notified by email. Continued use constitutes acceptance.
15. Alternative Dispute Resolution
In the event of a dispute, the User may contact the Company at financialserviceszth@gmail.com. Consumers may refer to certified Alternative Dispute Resolution bodies as set out in section 11 of the Website Terms of Use (NOM-PUB-01), which applies mutatis mutandis.
16. Governing Law and Jurisdiction
These terms are governed by Greek law and applicable EU law. For disputes with consumers, the competent courts are those designated by law, without prejudice to the consumer’s right to bring proceedings before the courts of their place of domicile. For disputes with businesses, the courts of Zakynthos have exclusive jurisdiction.
