NOM-SHOP-10 · Version 1.4 · Last updated: 18 October 2026 · Translation of the Greek original, which prevails
1. Introduction — Company Details
The “FSZ KIMDIS” service (the “Service”) is provided by FINANCIAL SERVICES Ο.Ε. (General Partnership) (the “Company”), 10 I. Plessa St., 29100 Zakynthos, Greece, VAT No. 802029709 (Zakynthos Tax Office), Γ.Ε.ΜΗ. No. 168484324000, email financialserviceszth@gmail.com. Accountant-tax advisor professional licence No. 4681.
These terms govern access to and use of the Service. By creating an account, subscribing to a plan or using the Service, the User declares that they have read and accept them. They supplement the Website Terms of Use, the General Terms of Sale for Digital Products, the Subscription Terms, the End User Licence Agreement, the Withdrawal Policy, the Privacy Policy and the Cookie Policy. In case of conflict, the commercial documents prevail on sale, price and withdrawal matters, while these terms prevail on use of the Service.
2. Definitions
“User”: any natural or legal person who creates an account or uses the Service. “Source”: the public body or database from which the data originates. “Source Data”: data as published by the Source. “Derived Data”: the links, histories, classifications and exports produced by the Service. “Plan”: the User’s subscription tier as in force on the pricing page.
3. Description of the Service
“FSZ KIMDIS” is an online tool for searching, analysing and exporting public procurement data from the open data of the Central Electronic Public Procurement Registry (ΚΗΜΔΗΣ / KIMDIS). It includes, indicatively: search by stage (requests, notices, auctions, contracts, payments) with filters and automatic date-range splitting, results tables, export (CSV/JSON and, depending on plan, PDF), links to Diavgeia, and a “History” module with a database maintained by the Company for the contracting authority declared by the User, linking documents of the same case (request → notice → auction → contract → payment) and detecting changes.
4. Data Sources and Licences
Data originates from KIMDIS open data. According to the source documentation (cerpp.eprocurement.gov.gr/khmdhs-opendata/help and data.gov.gr, retrieved 18/10/2026) it is made available under the Creative Commons Attribution 4.0 (CC BY 4.0) licence, which permits commercial use with attribution; the Company credits the source within the Service.
The source applies its own limits (e.g. maximum date range per call, request rate, daily data refresh). The Service operates within them and results are affected by them.
The Service is not affiliated with, endorsed by or representing the body maintaining the Source. References to the Source are made solely to indicate the origin of the data.
5. Disclaimer: No Professional Advice; Data Accuracy
The Service is an information tool. It does not provide legal, tax, accounting or other professional advice and does not replace review by a qualified professional. The Company’s individualised services are provided only under a separate agreement.
The Company makes reasonable efforts to reproduce Source Data accurately but does not warrant its completeness, accuracy, timeliness or fitness for a particular purpose, as these depend on the Source. In particular:
• The Service reproduces and cross-links source data. Links between documents (case lifecycle, payment-to-contract matching) rely on fields completed by contracting authorities, which may be empty, inaccurate or non-uniform; such links are therefore indicative and may be incomplete or incorrect.
• The module detecting contract concentration near thresholds, and any similar statistical tool, provides an indication, not a finding. They do not constitute a finding of breach, split awards or irregularity, and the User must not present them as such without their own verification against official sources and original documents.
• Data is refreshed by the source with a delay and may not include recent or corrected entries. For any material decision the User must check the official source.
6. User Account
Use of the Service requires an account. The User must provide accurate information, keep credentials confidential and notify the Company immediately of unauthorised use. The account is personal and may not be shared or transferred to third parties, unless the Plan provides for multiple user seats.
The Service is mainly intended for professional use. Sales are made to consumers (B2C) only within Greece and to businesses (B2B) established in Greece; no sales are made outside Greece. Rights mandatorily granted to consumers by law are unaffected.
7. Plans and Subscription
The Service is offered in Plans (FREE, BASIC, STANDARD, PREMIUM) with different limits and features. The current Plans, prices and limits are shown on the product page and at order stage, before payment.
Prices, billing cycle, renewal, cancellation and refunds are governed by the Subscription Terms and the Withdrawal Policy. The free Plan is provided “as is”, with no availability commitment, and may be modified or discontinued with reasonable notice.
The Company may change Plan limits and features; for material changes affecting active subscriptions, subscribers are notified by email a reasonable time before they take effect.
7a. Reference Authority and History
The “History” module operates for the authority (authorities) declared by the User, depending on their plan. The User may change or reset the declared authority in their settings, within their plan’s frequency limits (indicatively: one action per 30 days in the current scheme; final limits are set on the plans page and may change).
History begins from the point in time set by the User and completeness for earlier periods is not guaranteed. The history database and its links constitute added value of the Company; see the Intellectual Property clause.
8. Licence and Acceptable Use
The Company grants the User a non-exclusive, non-transferable, revocable licence to use the Service for their internal professional needs, within the limits of their Plan. The User must not:
• technically circumvent the limits of their plan (e.g. number of authorities, years of history, export restrictions) or the source’s rate limits, or place excessive load on the Service or the source through automated requests;
• publish or use Service results to the detriment of named persons or businesses without their own verification against official sources;
• systematically and massively reproduce, resell, sub-license or distribute the database, the Derived Data or the Service as a competing product;
• reverse engineer, extract source code or gain access by unauthorised means;
• use the Service or Derived Data to train artificial intelligence systems without prior written permission;
• use the Service for an unlawful purpose or in breach of third-party rights.
These restrictions concern the Service and the Company’s Derived Data and do not limit the User’s rights over Source Data as arising from the licence or terms of the Source itself, which the User may exercise directly from the Source.
9. Personal Data
Public procurement data includes data on natural persons (e.g. contractors who are sole traders or freelancers). A User who uses or exports such data is themselves responsible for processing it lawfully, for a specified purpose and in accordance with Regulation (EU) 2016/679 (GDPR) and national law.
The Company’s processing of the User’s own personal data (account, usage, payments) is described in the Privacy Policy. For business customers requesting a data processing agreement, the Company’s DPA template is available on request. For public data on natural persons contained in the Source Data and held in the Service’s database, the Company acts as controller and informs data subjects in accordance with the Privacy Policy.
10. Intellectual Property
The Service, software, design, structure and organisation of the database, the links and the Derived Data produced by the Company are the intellectual property of the Company or its licensors and are protected under applicable law. Source Data remains under the regime of its Source. The User retains rights over their own data (e.g. settings, saved filters).
Derived Data exported by the User may be used for their internal and professional needs, crediting the Source where its licence requires.
11. Availability and Third-Party Providers
The Service depends on the Source and on third-party infrastructure and payment providers (indicatively: Netlify, Supabase, Stripe). The Company makes reasonable efforts for smooth operation but does not commit to uninterrupted availability or response times (SLA) unless expressly agreed in writing. The Service may be temporarily interrupted for maintenance or due to unavailability or change of the Source (e.g. API changes, new limits). The Company is not liable for interruptions caused by third parties or force majeure.
12. Limitation of Liability
To the maximum extent permitted by law, the Company is not liable for indirect or consequential damages, lost profits, loss of opportunity or reputation arising from use of or inability to use the Service or from reliance on data originating from the Source. Towards businesses, the Company’s total liability is limited to the subscription fees paid by the User for the Service during the last twelve (12) months.
No provision limits liability for wilful misconduct or gross negligence, nor the rights mandatorily granted to consumers by law.
13. Suspension and Termination
The Company may suspend or terminate the account in case of breach of these terms, abuse or non-payment. The User may cancel their subscription as set out in the Subscription Terms. After termination, the User may export their data for thirty (30) days, after which account data is deleted or anonymised in accordance with the Privacy Policy.
14. Amendment of Terms
The Company may amend these terms. Amendments take effect upon publication; for material changes affecting active subscriptions, subscribers are notified by email. Continued use constitutes acceptance.
15. Alternative Dispute Resolution
In the event of a dispute, the User may contact the Company at financialserviceszth@gmail.com. Consumers may refer to certified Alternative Dispute Resolution bodies as set out in section 11 of the Website Terms of Use (NOM-PUB-01), which applies mutatis mutandis.
16. Governing Law and Jurisdiction
These terms are governed by Greek law and applicable EU law. For disputes with consumers, the competent courts are those designated by law, without prejudice to the consumer’s right to bring proceedings before the courts of their place of domicile. For disputes with businesses, the courts of Zakynthos have exclusive jurisdiction.
